Fortune Scale – 12 Tiers

Fortune Scale – 12 Tiers expands Voyage’s action resolution into a balanced 12-tier outcome scale, adding meaningful differences between results without making the system overly granular. Results range from Critical Failure through setbacks, near misses, and Costly Success, all the way up through increasingly powerful successes and Critical Success. Each tier includes dedicated narration guidance designed to keep outcomes proportional to the action being attempted. Failures do not automatically make capable characters look incompetent, while exceptional successes improve the quality and consequences of the attempted action without granting unrelated achievements or impossible effects. Costly Success is the first successful tier: the character achieves their immediate goal, but with a meaningful cost, complication, or limitation. From there, higher results progressively improve execution, effectiveness, advantages, and the overall quality of the outcome. Designed to be fully setting- and genre-agnostic, Fortune Scale can be used in fantasy, science fiction, modern, historical, horror, romance, slice-of-life, and other worlds. This version sits near the middle of the Fortune Scale series, offering enough tiers to make different results feel distinct while remaining streamlined and easy to follow. The 12-Tier Scale Each tier begins at the following action score: Critical Failure — -75 and below Severe Failure — -61 Costly Failure — -46 Failure — -26 Near Miss — -11 Costly Success — -1 Narrow Success — 0 Clean Success — 10 Strong Success — 30 Exceptional Success — 45 Phenomenal Success — 60 Critical Success — 70
